Select next highest cost lib in Transport Cost Matrix

Greetings Colleagues, When I read the Koha documentation/manual for the Transport Cost Matrix found at https://koha-community.org/manual/25.05/en/html/circulationpreferences.html…, it said "The library or libraries of the next highest cost shall be selected from only if all the libraries in the previous group are unable to fill the hold." My question related to that statement is: how does Koha determine that the library of the previous group is unable to fill the hold in this context? One of the members of our team said that their previous ILS, III Sierra, would select an eligible item from a branch to fill a hold, and then if that branch had not filled/triggered that hold with their eligible item within three days, then Sierra would select an eligible item from another branch to fill the hold, and so forth. That person wants to know if Koha does that same type of thing when Koha is following its Transport Cost Matrix. Challenge with Circulation Permissions Automatically Unchecking in Koha 24

Dear Koha Support Team, I hope you are well. I am currently experiencing a challenge in Koha 24 under *Set Permissions*, specifically within the *Circulation rights* section. When assigning circulation permissions to a staff member, I have noticed that if I uncheck certain sub-permissions under the circulation module, the main permission “Check out and check in items (circulate)” automatically becomes unchecked as well. This behavior occurs even when other circulation-related permissions remain selected. As a result, it becomes difficult to configure limited or specific circulation rights for staff members without unintentionally disabling the entire circulation module. Could you please clarify whether this is the expected behavior in Koha 24 or if this may be a configuration issue? Additionally, I would appreciate guidance on the correct way to assign basic circulation rights without triggering the automatic removal of the main circulation permission.
