[Koha] email notices about hold awaiting

Hi,

So the thing is that when we check-in the book, we get the "Hold Found"
slip.

We press "Confirm Hold" and an email will be generated to the guy in
hold queue.

If we pressed "Ignore" on the slip then an email will not be sent to the
next guy in hold queue. We'll need to re-check-in the book and the
"confirm Hold" slip will appear again, and we press the "Confirm Hold"
button. An email will be sent.

But if first person cancel his hold after receiving email for holds
> awaiting pick up, System does not send email to the person in queue. So He
> can Pick it from library.


In 3.16.4, I don't see an option for the user to cancel or suspend hold
