[Koha] Each staff-edit to a purchase suggestion triggers an email to the requestor.

Library users who make suggestions via their OPAC account are receiving an automated email each time Library staff dealing with the suggestion click the Save button, whilst in Edit mode. Say the staff member agrees to purchase the item, the ACCEPTED suggestion notice is sent. But if that staff member makes edits to the exiting suggestion, each time they click Save, the ACCEPTED email is again sent. Is there any way to stop this spamming?
