[Koha] Each staff-edit to a purchase suggestion triggers an email to the requestor.

Hi Ray,

you could file a bug report that only a change to the status ACCEPTED
should trigger the email. Same for REJECTED etc. I don't think there is
a way to avoid this by configuration at the moment.
