[Koha] Each staff-edit to a purchase suggestion triggers an email to the requestor.

Hi Ray,

you could file a bug report that only a change to the status ACCEPTED
should trigger the email. Same for REJECTED etc. I don't think there is
a way to avoid this by configuration at the moment.

Say the staff member agrees to purchase the item, the ACCEPTED suggestion notice is sent. But if that staff member makes edits to the exiting suggestion, each time they click Save, the ACCEPTED email is again sent. Is there any way to stop this spamming?
