[Koha] koha on virtual server

hi guys
I hav installed koha on a virtual server using this

http://wiki.koha-community.org/wiki/Koha_on_ubuntu_-_packages

when browsing to the library and libray-intra the browser it displays this
message

The Koha online catalog is offline for system maintenance. We'll be back
soon! If you have any questions, please contact the site administrator

could anyone help tell me what Im missing here!
