[Koha] Emailed Overdue Notices

My understanding, and how it seems to be working here, is that the emails
come from the library were the items checked out.
One side effect of this is if the patron checks out items at two libraries
on the same day and they are late enough to get overdue notices for both,
they will get 2 notices, one from each library. Both notices listing all the
items meeting the requirements for the overdue notices.
