There is no formal rollover as such in Koha. The way forward is to create your new budgets and funds and then make the old ones inactive. Any orders which you want to come out of the new funds (rooled over) need to be edited to update the fund code in the orderline. I don't see any information out there about this, especially regarding rolling encumbrances and orders not yet received, intact.
If this is not possible, how do library systems in Koha segue into a new fiscal year?
We are currently using Koha 3.6.
