I've noticed this too on 3.2 alpha. It seems to be if the patron has overdues. On my test server, I had several overdues on my account and couldn't check anything out. If I checked in everything, then attempted to check items out, it worked. If this feature is to stay, I think it should be controlled by a syspref to allow or disallow checkouts with overdues, and it should definitely have a readable warning and an override option. This sounds very much like Bug 4036 which I reported as existing in the 3.2 alpha:

In 3.2 the problem you describe happens because there are problems with the patron's record which block them from checking out, but no error description has been provided to the interface. Koha is saying, "I can check out, but I can't tell you why."
I think BibLibre is working on a fix, but I don't know what the status of that is.
