Okay, on further testing it seems that something doesn't work if you let the koha-create command auto generate username/password. I went back and manually specified the username and password to be use in the koha instance in a /etc/koha/passwd file (as described in the wiki article) and I could then log in to the web installer using those credentials without issue.
