[Koha] Enable Place Hold

Hello I'm testing Koha, I downloaded the Virtual Machine preconfigured. I inserting some books and all works fine... but the problem is when I try to Place Hold a book, appear this warning message: "Sorry, none of these items can be placed on hold." I read the documentation and I understood I have to configure the Circulation and fines rules.
