I did not give an option 1 and 2 because I did not think it was 'essential' and since I did not have a clear decision for my second choice it would have been a pot luck selection. I only have 200 level stats (minor I think the USians call it) my major was pure maths. But I would be inclined to not count the non-votes, if you do so, whether you then run it as pure horse race, or as pecentage of total (which i dont think is valid that counts someone ranking HLT sixth the same as someone ranking SPI first) the result is the same.
I will wait for MJ Ray who has a much stronger background to answer. But I do think that non-votes are spoiled ballots and not counted. If the person meant none there was an option for that.
