But the problem is that if I don't set this option to "Allow" I cannot place any hold, even if the books for that I try to place a hold are not on loan.
That's because some collections are non circulating or do not allow for holds. Those Libraries don't allow anyone to ever place a requeston anything, and thus, there needs be a preference to allow for that situation. Cheers, Brooke
