I think it has worked spectacularly well, and meant that smaller countries have a good chance of hosting. I don't think it needs to be relaxed to twice in a row, but if there are no other bidders then I think an exception could be made in that case.

As I understand, this is some kind of unwritten rule in the community.
Maybe we should write it down somewhere and relax it a little bit?
KohaCon should preferably not be held on the same continent twice in a row (unless an alternative is not available).
Or something similar ??
