Phillip- My understanding about RDA from the LOC is that RDA records should be separate from other AACR2 records since they are cataloged differently. What I generally see is libraries will set up an RDA framework with the appropriate RDA fields and use that framework to catalog in an RDA manner. However, you can certainly add RDA tags to existing frameworks and then catalog in a hybrid RDA/AACR2 method.
