Thank you both! I think it might have been using cn_ccode (?) to browse books that do not have call numbers. The 952 fields that I had cut and pasted into my original post somehow contained enough information for the Browse Shelf feature to work. This was a useful feature for us, however we are now investigating adding simple call numbers.
