Peter, If you look below the table of circulation rules you'll see a rule-set called "Default checkout, hold policy by patron category" where can specify the maximum number of loans that a patron of a given category can make, regardless of the item type. Just make sure you don't have any rules higher up that might lead the system to ignore this.
