If the Phone Notification system you are thinking of is being used to call patrons automatically and announce Hold available, Overdue, and fines then there is a solution called TM3 from TalkingTech. We've been using them with Symphony and they've indicated they're compatible with Koha will work directly with us when we migrate to Koha.

afaik, no-one has developed PABX integration with Koha, yet.
however... it should be completely possible to make a phone
notification system (like asterisk) work with Koha
More than possible, it wouldn't be too too difficult even. It's more deciding the mechanism and triggers for what you'd want to have it do when. Asterisk has hooks which make it easy (and fun) to interface with.
