Only the books that are already loan by some user can be place on hold by another user? Is this correct? How can a user place a hold for a book that is already loan by an other user?
If the book is not on loan, then go for it. That's the logic. So, if you want to allow users to place a hold on books that are not on loan, then set the system preference AllowOnShelfHolds to Allow Bernardo
