The stable version of Koha, version 1.2.3, does come with the Library Of Congress in the US configured by default. I'm pretty sure that the Z39.50 client was broken in 1.3.3, and it doesn't sound like it'll be ready for 1.9.0, although I guarantee it will be back working again before 2.0 goes out.
Steve is right for 1.3.3 and 1.9.0. About z39.50 back for 2.0 : do you plan to "unbreak" it Steve ? ;-)
It seems pretty broken in 1.2.3 to me, too. It consumes 100% of CPU when it's doing nothing, doesn't clean up its children properly, and stops servicing requests after about 3 or 4 requests.
