I think this is the problem. Date::Manip doesn't seem to know AFT. I suggest you add the line
SetEnv TZ 'AFT-4:30'
or similar to your httpd.conf and reload it.

Odd. I expected a symbolic link to a zone file. I don't know Red Hat.
