The 260 and/or the new 264 (which is used in records following RDA (as well as other records where the 260 has been properly converted to 264) are transcribed fields, so the data in 260$a/$b, and 264 $a/$b should appear in the form found on the item being cataloged. If you would like to control the publisher's name in an authorized form, you would place that authorized form in a 710 field (if the publisher is a corporate entity; if the publisher is a person, then you'd use the authorized form of the person's name in 700). Place of publication would generally not be controlled, but the 751 does appear to be available for that purpose [1]
