[Koha] Non-existing value in system preference "borrowerRelationship"

Hello Michael,

What you describe is related to bug 24215 (Warnings about guarantor
relationships show ARRAY errors) and bug 24263 (borrowers.relationship
should not contain an empty string).
One is already in 19.11.02, the other one is waiting for QA.
