[Koha] Hold - available items in other libraries

Hi Nikesh,

reading the test plan I think the patch on bug 18547 would make this 
possible, it's waiting for testers:

Bug 18547 - On shelf holds allowed > "If all unavailable" ignores 
default hold policy
