[Koha] Impossible to renew items

Hi Matthew

I tried to reproduce the issue (on current master), however no luck.

Is it possible to check the MySQL table issuingrules?
Is there only one row?
What are the values?

For the records: Bug 18997 - Everything listed as "not renewable"
