[Koha] Placing items on hold

Our librarian discovered that our patrons are not allowed to place holds 
on items, even though the feature is enabled. The OPAC gives the 
following message when trying to place items on hold:

    Sorry, none of these items can be placed on hold.
    No available items.

Under circulation rules, I have allowed 5 holds under " Holds allowed 
(count)."

In OPAC Preferences, under "RequestOnOpac" I have "allow."

Any ideas on where else I need to enable holds?
