[Koha] OPAC searches fail with ICU indexing enabled

Hi David, All,

Just wanted to say that someone I met at KohaCon'16 suggested an upgrade to
version 3.22.
I have just done that in a test VM and the problem is gone, i.e. searching
for "χ.ό." now works.
