[Koha] Messaging Preferences - Help

Dear All,

Previously Koha 3.16 installed (later upgraded to 16.5.00.000) from
packages method on Ubuntu 12.4 LTS (later upgraded to 14.4) and Postfix has
been configured for smtp and Koha is working fine.

when new patron registration is done, email is sent to respective patrons.
and "Messaging Preferences" set through Home › Patrons ›Specific Patron,
(individually) is also working.

1. Individually enabling messaging preference is laborious task, and the
Messaging Preferences are set / selected using "Home › Administration ›
Patron categories" -  Item Due, Item Checkin, Item Checkout  or any kind of
emails are not sending.

2.Also there is no registration email has been sent when bulk import of
patrons (for the new batch) using Home › Tools › Import patrons.
But, email is sent when individually patron is registered.

Is there any global system preference enabled to function this feature?
or anybody else has faced the same issue?? or did I set anything wrong?
Please advice.
