[Koha] Next general IRC meeting

Hi,
The next general meeting is scheduled for 9 April 2014. As an
experiment, we've agreed to hold it in two parts, the first at 15:00
UTC and the second at 21:00 UTC.
The purpose of the experiment is to try to attain broader
participation in the general meeting, which in practice has not been
achieved by the practice of rotating the meeting time on a strict
schedule.
One overall agenda would apply to both parts of the meeting, although
I would anticipate that discussion during the first part may influence
the agenda of the second part. Folks who give regular updates (e.g.,
the release maintainers and the KohaCon organizers) can choose to
attend both parts or just one part, though it may be advisable to
prepare a brief written update beforehand. I personally plan to
attend both parts.
One issue, of course, will be making decisions. If an issue to vote
on is known in advance of the meeting, we could consider experimenting
with a decision process (e.g., as MJ Ray had suggested, Crowd Wise)
during the two parts of the meeting. Otherwise, I think we'll need to
plan on following up with a vote via email in cases where it is not
clear that participants in both parts of the meeting have achieved the
same consensus.
