[Koha] maintenace redirect on first installation.

The problems encountered are mentioned in the troubleshooting section, which 
people seem to miss.

Obviously a gitified install is not what I did, but I did encounter the 
first problem. The third problem really isn't, but that one too.
After doing the first fix, I redid the sudo apt-get install koha-common to 
complete the process.
