The problem is that pref file do not have an appropriate header that states
the file encoding.
There is an already pushed patch [1] that adds the missing header. this
will be in 3.12.1 and 3.10.7 (i hope)

In the mean time you could add it using an editor, just copy & paste the
generic header
found in [1]. or the header in the pt opac file that I copy below.

--begin
msgid ""
msgstr ""
"Project-Id-Version: PACKAGE VERSION\n"
"POT-Creation-Date: 2013-05-02 01:16-0300\n"
"PO-Revision-Date: 2013-05-29 11:13+0200\n"
"Last-Translator: vfernandes <vfernandes at keep.pt>\n"
"Language: pt\n"
"MIME-Version: 1.0\n"
"Content-Type: text/plain; charset=UTF-8\n"
"Content-Transfer-Encoding: 8-bit\n"
"Plural-Forms: nplurals=2; plural=(n != 1);\n"
"X-Generator: Pootle 2.1.6\n"

--end

Bernardo
