[Koha] Koha 3.6.x EOL

Hi all, 

Congratulations Jared on a job well done. 
However I plan to ask Liz to take over rmaint of 3.6.x as part of the work at Catalyst.  At least for a few months. So if Liz and the community are happy with that 3.6.x might have a bit of life left in it yet.
