[Koha] Patrons blocked after turning in overdues

It has always been the case that if a patron's account is restricted
because of overdues that Koha will *not* automatically remove the
restriction when those items are returned.

My library is considering this year contributing funding towards a
solution to this. If anyone else is interested I'd love to hear.

(This is separate from the "suspension in days" feature that was
recently added which uses a temporary suspension in library privileges
as a penalty for late returns).
