You can turn on the "IssueLog" system preference so that it creates an
entry in the system log every time someone checks something out. Then
you can review the logs in Tools -> Log viewer.

In order for this to work in your situation you would have to have
each user logging in with their own logins. If you have one login for
all circulation staff it wouldn't help you.
