[Koha] String freeze for 3.8.4

Hi All

Tomorrow is the 15th of August (in NZ at least) and as such, is a week
out from the release of 3.8.4.

So I am calling a string freeze, this means I won't be pushing any
patches that change strings from then on.

Frédéric, when you get a chance could you generate the .po files
please and let the translators know.
