[Koha] How to setup Koha for monthly rental reading fee?

Hi,

We are in the setup of Koha system for our circulation library. How to setup
Koha where we can collect monthly reading fee. In this setup, the patron can
check out/check a 1/2/3 book(s) any number of times within a month. When
he/she finishes one month of duration of membership, they should pay the
monthly reading rental fee. 

1. I tried to use Fines and Circulation rules module. It is possible to
setup fine if a patron has crossed the number of days he/she supposed to
keep the book or items. But how to make if possible depending on the
duration? I meant if the "Loan Period" is crossed the "Fine Amount" is
applicable. But this is based on the items crossing the time limit. Is it
possible to modify this in such a way that, I can apply this for one month
duration?

2. Also I tried with Enrollment fee in the Patron Category. Is it possible
to repeat this on every month basis?
