[Koha] tagging in koha

I was wondering.. Our library is considering using tags in a more extensive
manner, but wanted to ask a few questions:

1. Were these tagged suggested by staff or students?
2. If they were suggested by students, how did you initiate participation?
3. If they were not suggested by students, do you plan to?
