there is.
MARC::Record can preserve the order using append_fields rather than
insert_field_ordered
or insert_grouped_field or insert_fields_after

i don't know whether it is a solution.
But you could ask someone to dive into the code to see where that kind
of things are used.
MARC is really fun :S when manipulating data.
