[Koha] Index build - even without zebra?

NoZebra mode is deprecated in 3.4.0 and is not necessarily well-supported before then.

Maybe run rebuild_nozebra.pl?  But ultimately, the real answer is to go ahead and finish getting Zebra up and running.
