[Koha] Trouble with public note display in OPAC

I'm having a problem getting the Public Note field to display  
consistently in the OPAC.  I'm entering serials as items on a single  
bib record and entering the issue date in the 952z field in Add Items.  
  Some records display the Note field and some don't.  Same procedure,  
same Serials template, different results.
I'm running 3.00.06 on a VMWare appliance on a Windows platform.
