Its the time issue also, getting something set up and 'right' will
take a lot of time. That was the main idea by using something in the
mean time. Setting up an independent foundation is something that will
take a signficant amount of time and resources to get right.

Yep, thats why they are listed as pros or cons on the wiki (how easy
it would be to transfer).
