[Koha] Automatic Lost item credit when returned and notification

Morning all,

We have this feature working as described in 2.2.9 as we speak. Chris 
COrmack is working on bringing us from 2.2.9 to 3.0 and we will 
definitely want to retain this feature. So, we are happy to cofund.
