[Koha] SIP2: Login Timed out at ./SIPServer.pm

Make sure you have installed the UNIVERSAL::require module.  It is required
for SIP operation.

The call that is failing is the equivalent of:

$server->{config}->{institutions}->{CMI}->{implementation}->use();

So that is using the "implementation" attribute of the institution config to
name the module, in this case "ILS".
