[Koha] Koha 3 in production WITH diactrics

Does anyone have Koha 3 in production with diactrics (utf-8) working
correctly -- diacritics display and searches on terms which have diacritics
work?

I've been to several library catalogs which appear to be using Koha 3 and
which show items published in English and Spanish, but none of them have
diacritics working. Some sites display diacritics correctly, but searches on
terms with diacritics fail.
