[Koha] Setting Reservation Fees to Zero

Even though we've set our fees for reserving materials to zero (0.0000) for each patron category, patrons are still getting an annoying message saying they will be charged a $1.00 fee for making the reserve.  Any suggestions on how to fix this?  Our enrollments fees are set to zero and we don't get any prompts for that when we add a new patron.  Do we have to make it something like $0.01 in the Reserve Fee field?  Any and all suggestions welcome.
