If this is using C4/Auth_with_ldap.pm (and I can't remember the
current implementation), there's a section marked
	### LOCAL
	### Change the code below to match your own LDAP server.

If you comment out the $borrower{...} lines in it, it should
stop those from updating from LDAP.
