[Koha] List Policy

Hi all,

Thanks for all the input on what to do with virus's etc, here is what I can and 
will do for the Koha list - that's not the development one, but this general 
support one.

1/. Only members can post to the list

2/. Messages can't exceed 40K, so you can have attachments, but not big 
ones.

3/. I'll unsubscribe people who send virus's to the list but send them a note to 
let them know why and invite them to re sub.  However I will certainly check 
headers etc to make sure that they *really* did send it to the list and it's not 
a spoof.
