[Koha] Database increment error returned 23.11

Hi,

I didn't realize that it was the same installation/library.

What I was trying to find out with the test was if this was the old
issue or a new one. If the test didn't result in a doubled up
itemnumber, this might be something else.

Maybe someone else has an idea how this could happen. As the itemnumber
is set by the database, I am not sure how it's possible.
