[Koha] Is the wiki and and koha general mailing list services somehow impacted?

1) Is https://wiki.koha-community.org/ not accessible for anyone? I'm
located in Kolkata, India.

2) Is this list's new member subscription function working correctly?
Someone was telling me that he didn't receive a subscription confirmation
email
