Can you download http://security.ubuntu.com/ubuntu/pool/main/a/apache2/apache2-data_2.4.41-4ubuntu3.13_all.deb in a browser?

If not, there may be some problem accessing that server somewhere between you and it, or the security.ubuntu server might have been down (but it isn't now).

If so, maybe some cute firewall between your server and security.ubuntu is messing up.
