[Koha] Problem with the Koha Upgradation

Hi Shiva,

be careful, commenting out is not always the correct solution. In this
case it tries to create the new table for circulation rules that you
will need for Koha to function properly later. You'll have to look into
the error "Foreign key constraint is incorrectly formed". If you don't
know much about databases this might be difficult to resolve without
some outside help.
